No building department is staffed for its worst day. A department sized for its normal permit volume can be confronted overnight with hundreds of damaged structures, each needing a safety evaluation before anyone reenters. Building Department Administration is blunt about the odds: the chance that a building official will encounter a disaster and need assistance is more likely than most want to believe. Mutual aid — a standing arrangement under which jurisdictions lend each other personnel, equipment, and expertise — closes that gap, in disasters and in ordinary staffing shortfalls alike.
The foundation is a risk assessment, with the building official as an integral participant. A coastal community should expect hurricanes, a plains community tornadoes; every community should also weigh industrial explosions, chemical releases, and flash flooding. The assessment translates into an estimate of the equipment and staff an event would demand, recorded in a written emergency response plan that states honestly whether those needs can be met on hand or must come from outside. The BDA text lists the usual outside sources: a neighboring community assisting through a mutual aid agreement, the county or parish, larger regional agreements, volunteer groups, and state aid. Documenting these sources before an event — not during one — saves time and thousands of dollars.
The critical discipline is putting the agreement in writing before it is needed; one negotiated mid-disaster is negotiated under the worst possible conditions. A well-drafted agreement settles the hard questions in advance. Scope: what assistance is covered — post-disaster safety evaluation, routine inspections, plan review, equipment loans — and what is excluded. Request and activation: who may request aid, who may commit resources, and how the assisting jurisdiction may decline when it cannot spare staff. Command: borrowed personnel work under the requesting jurisdiction's building official and enforce that jurisdiction's adopted codes and local amendments, not their home rules. Credentialing: which certifications the parties recognize, so a partner's inspector can be put to work lawfully and immediately. Liability and workers' compensation: which party defends claims arising from a borrowed inspector's work, and which carries coverage if that inspector is injured. Reimbursement: whether aid is exchanged in kind or billed, at what rates, with what documentation. Duration, renewal, and termination provisions keep the agreement current instead of forgotten in a file drawer.
An agreement is only as good as the ability to execute it: route the draft through legal counsel and the governing body for formal adoption, keep contacts current, and exercise it through joint training or tabletop drills so the first activation is not also the first rehearsal.
A coastal city and an inland county recognize during joint hazard planning that a hurricane would swamp the city's fourteen-person department while largely sparing the county's five inspectors. Their building officials draft an agreement in the calm season: covered services (post-storm safety evaluations, recovery-phase inspections, routine backfill), the positions authorized to request and commit staff, borrowed inspectors working under the requesting official's direction and codes, recognized certifications, workers' compensation assigned to the lending employer and liability defense to the requesting jurisdiction, and an hourly reimbursement schedule. Both governing bodies adopt it. When a hurricane makes landfall two years later, county inspectors are evaluating damaged structures in the city within a day — no negotiation, no legal delay, no confusion.
The most common failure is having no agreement at all — assuming a neighbor will simply help, then discovering mid-disaster that no one is authorized to send staff, no one knows who pays, and no one will accept the liability. Others: the handshake agreement never formally adopted; the agreement covering only the declared disaster, unusable for the vacancy or overflow that arises far more often; and the agreement never exercised, so contacts are stale at activation. The corrections: draft before the need, route through counsel and formal adoption, write the scope to cover emergency and routine assistance alike, preserve each party's right to decline, and test the agreement periodically.
Coordinate regional disaster response
Public safety is paramount after a disaster, and in most cases the building official determines whether it is safe to reenter a damaged building — from letting an owner collect belongings to authorizing full reoccupancy. That responsibility arrives all at once, across every damaged structure, which is why post-disaster safety evaluation is a coordinated, standardized activity rather than an improvised one.
The national standard of practice is the methodology developed by the Applied Technology Council on behalf of FEMA: ATC-20 for earthquake-damaged buildings and ATC-45 for windstorm- and flood-damaged buildings. These field manuals, written for volunteer engineers and building inspectors, establish two levels of evaluation. The rapid evaluation is a quick, largely exterior visual assessment — windshield-level, without entering buildings — that triages large numbers of structures fast: first to give a quick picture of total damage supporting state or federal emergency declarations and the relief that follows, second to map where the damage is so rebuilding can begin. Buildings that cannot be confidently categorized receive a detailed evaluation later, typically with engineers and architects assisting. The methodology includes a nationally recognized placarding system: green INSPECTED (no apparent hazard; lawful occupancy may continue), yellow RESTRICTED USE (entry or use limited to the stated conditions), and red UNSAFE (entry prohibited as dangerous). Because the system is standardized, evaluators trained anywhere placard consistently — which is what makes multi-jurisdictional teams workable.
Coordination happens inside the emergency management structure, not alongside it. Disaster response operates under the National Incident Management System and the Incident Command System, and a building official's first task is understanding where the department fits within NIMS-ICS. The introductory ICS and NIMS courses are the minimum most jurisdictions require of staff with an emergency-response role, completed before, not after, an event. In practice, the damage-assessment function is activated and tasked through the jurisdiction's emergency operations center: the EOC assigns missions, tracks which teams are working which areas, consolidates the damage totals the declarations depend on, and deconflicts assessment work with search-and-rescue, utility restoration, and debris operations. Mutual aid resources flow through the same structure — arriving teams check in, get briefed on local conditions and amendments, and are tasked and tracked like any other resource.
Aid also scales beyond neighboring jurisdictions. Regional and county agreements pool departments across a wider area. Several states operate post-disaster safety-assessment programs that train and roster evaluators for deployment, often coordinated with the state or local ICC chapter alongside the state emergency management agency. ICC's Disaster Response Alliance, developed with the National Council of Structural Engineers Associations, maintains a national database of trained professionals willing to deploy for post-disaster structural evaluation, and ICC's When Disaster Strikes Institute teaches rapid safety evaluation and the basics of coordinating evaluation teams. At the largest scale, state-to-state assistance moves under the Emergency Management Assistance Compact, through which one state's emergency management agency requests resources from another — deploying evaluators across state lines with liability, credentialing, and reimbursement handled by the compact's terms.
One administrative discipline underpins all of it: records. Deployed personnel should log time, authorized vehicle use and mileage, and travel expenses, because reimbursement from state or federal sources after a declaration depends on that documentation. The department that documents as it deploys recovers its costs; the one that reconstructs records afterward often does not.
A tornado tears through a town of nine thousand, damaging several hundred structures; the town's building department is one official and one inspector. Within hours, the official activates the regional mutual aid agreement through the county EOC, requesting trained safety-evaluation teams. Three neighboring departments commit two-person teams the same day, and the state chapter's damage-assessment coordinator adds rostered volunteers. The official briefs arriving teams on local amendments, hands out map grids, and tasks them through the EOC. Teams run rapid ATC-45-style evaluations street by street — exterior assessments, no entry — posting placards and turning in tally sheets the EOC consolidates into the damage estimate supporting the state's declaration request. Buildings flagged in the rapid pass are queued for detailed evaluation by volunteer structural engineers reached through the national deployment database. Every borrowed inspector logs hours and mileage daily. Within a week the town knows which buildings are safe, restricted, or must stay empty — triage that would have taken months alone — with documentation supporting the declaration and reimbursement.
The recurring failures are predictable. Departments self-deploy — sending or accepting inspectors outside the EOC structure — producing duplicated coverage and missed areas; move every request and arriving team through the EOC and the standing agreement. Officials skip NIMS-ICS training and cannot function inside the command structure when the event comes; complete the introductory courses in advance. Untrained personnel produce inconsistent placarding that erodes public trust; use ATC-based training plus a local briefing for arriving evaluators. Rapid evaluations drift into detailed ones, stalling the triage; categorize quickly and refer doubtful buildings onward. Deployments run without expense records forfeit reimbursement; make documentation a daily habit from the first hour.
Share expertise and resources with neighboring departments
Mutual aid is not only for disasters. The same relationships that deliver assessment teams after a tornado deliver, in ordinary times, the specialized expertise and surge capacity most departments cannot carry alone. A small department cannot employ a structural plans examiner, an elevator inspector, and an energy specialist — but a group of neighboring departments collectively can, and a well-drafted agreement lets each member borrow that expertise as projects demand. The same channel absorbs workload swings: plan-review overflow during a boom, inspection coverage during a vacancy, a second qualified opinion on a difficult call. Some jurisdictions go further into shared-services arrangements — jointly funding a single department or sharing positions across boundaries — which raise the same questions of authority, credentials, liability, and cost allocation on a standing basis.
Sharing staff only works if the borrowed inspector enforces the right rules; two departments on the same code edition may differ on dozens of local amendments. The receiving department owns this problem: every visiting inspector gets a briefing on local amendments and procedures, a point of contact, and — beyond a short assignment — pairing with local staff until oriented. The lending department owns the mirror image: matching certifications to the assignment and being candid about what its staff are qualified to do.
Joint training is the quiet workhorse of regional cooperation. Departments that train together — through the regional ICC chapter, shared code-update sessions, joint mock inspections, or disaster-assessment exercises — gain three things at once: costs shared across budgets, interpretations that converge so contractors see consistent enforcement across boundaries, and the personal relationships that make an emergency activation smooth, built before anyone needs them.
Cooperation also runs through information. Building Department Administration notes that building departments, by virtue of their permit-issuing function, are natural repositories of information with wide statistical value — to planning departments, school districts, assessors, state and federal agencies, and private institutions such as lenders and universities. The text's standard is worth adopting: because this information has public utility, make it available when requested, and refuse no request that can be fulfilled — modern permit systems make this nearly free once reports generate automatically. The same openness between building departments, sharing permit activity data and interpretation precedents, makes every department in the region better informed than any one could be alone.
Finally, expertise sharing is a two-way obligation: the official who lends staff this year borrows next year. Reciprocity, honored consistently, keeps regional cooperation alive between disasters.
A rural county department with three inspectors receives plans for its first mid-rise assisted-living facility — structural, fire-protection, and accessibility questions beyond anything the staff has reviewed. Rather than guess or rubber-stamp the engineer's submittal, the building official activates the resource-sharing provisions of the regional agreement: a structural plans examiner from the metro department two counties over takes the structural review on a reimbursed basis, and the county's plans examiner sits in on the review sessions, treating the loan as training. When the metro department later loses two inspectors to retirement during peak season, the county returns the favor, sending an inspector two days a week after a briefing on the metro's local amendments. Both departments log the exchanged hours under the agreement's reimbursement terms. The projects get competent review, and neither jurisdiction hires for a need it cannot sustain.
The common failures in routine sharing are relational and procedural. Departments treat the agreement as a disaster-only document, so the relationship is cold when the disaster comes; write routine assistance into the scope and use it. Visiting inspectors put to work without a local-amendments briefing enforce their home rules; use a standard orientation packet and pair them with local staff. Lending departments overstate what their staff are certified to do; match credentials to the assignment honestly. Data requests from other agencies are treated as a nuisance; fulfill every request that can be fulfilled, and automate the recurring ones. And reciprocity allowed to lapse — one department always giving — eventually stops; track exchanges and keep the relationship genuinely mutual.
