Driving is easy to overlook as an inspector hazard because it feels routine, but the inspector's driving profile concentrates risk in ways an ordinary commute does not. A field inspector may make eight to fifteen stops a day, and every stop multiplies the highest-risk maneuvers: pulling into and out of traffic, turning across oncoming lanes, parking, and backing. Many stops are at unfamiliar addresses, which invites slow rolling searches for house numbers, sudden braking, and last-moment turns. The destinations themselves are often the worst part of the trip — active jobsites with delivery trucks, material staging, trenches, debris, and workers on foot. Add schedule pressure from a full inspection board, and the exposure picture is clear: many short trips, frequent maneuvering, unfamiliar territory, and a reason to hurry.
Defensive driving is the counterweight: drive so that you avoid collisions in spite of the conditions around you and the actions of others. That means assuming other drivers will make mistakes — run the light, drift the lane, back out without looking — and positioning your vehicle so their mistake does not become your collision. Four habits carry most of the load.
Look well ahead. Scan the road far beyond the vehicle in front of you — down the block in town, as far as sight distance allows on the highway. Watching only the bumper ahead leaves no time to react to what that driver is about to react to; looking well ahead reveals the brake lights three cars up and the truck edging out of the lumberyard.
Keep a space cushion. Following distance is the most controllable piece of collision avoidance. The widely taught guidance is about three seconds under good conditions — count the seconds between the lead vehicle passing a fixed object and your vehicle passing it — extended substantially in rain, on gravel, at night, or when you are being tailgated. The exact count matters less than the principle: leave room to stop with ordinary braking, not panic braking. Protect the sides too — avoid lingering in other drivers' blind spots.
Check mirrors on a rhythm. Situational awareness decays in seconds. Glance at the mirrors every few seconds as a standing habit, and always before braking, changing lanes, or slowing to search for an address — knowing what is behind you determines how gently you must slow.
Drive the conditions, not the sign. The posted limit is a maximum for ideal conditions. Rain, fog, low sun, loose gravel, work-zone congestion, and worn tires all demand less. Speed for conditions also includes intersections — the most collision-dense places on any route: cover the brake, look left-right-left, and never assume a green light means crossing traffic actually stopped.
An inspector leaves for a footing inspection at a rural subdivision on a morning of steady rain. The route includes a two-lane highway, a gravel access road, and a final search for an unmarked lot. A defensive approach changes the whole trip: headlights on, speed below the posted limit on the wet highway, following distance stretched well beyond the fair-weather habit, no cruise control on the wet surface. On gravel, speed drops further — stopping distances stretch and steering response degrades on loose surfaces. Approaching the subdivision, rather than creeping along scanning for the lot number while traffic stacks up behind, the inspector pulls fully off the roadway at a safe spot, confirms the lot location on the plat, then proceeds directly. Each choice costs seconds; together they remove the most likely collision scenarios from the trip.
The most common errors: driving the posted limit in rain or fog because the schedule is tight (correction: adjust speed to conditions — a collision costs far more time than slowing down); following too closely between stops (correction: re-establish the space cushion after every stop, since it erodes fastest in stop-and-go driving); fixating on the vehicle immediately ahead (correction: deliberately push the eyes down the road on a scan cycle); and hunting for addresses at rolling speed in the traffic lane (correction: pull over legally to confirm the location, or confirm the route before leaving the previous stop).
Recognize the visual, manual, and cognitive distractions built into inspection field work — phones, routing, and scheduling pressure — and structure the workday so the driving task gets full attention.
Distraction is usually described in three overlapping forms: visual (eyes off the road), manual (hands off the wheel), and cognitive (mind off the driving). A handheld phone is all three at once, but the categories matter because they explain why the popular fixes fall short. A dashboard mount solves the manual problem and most of the visual one; it does nothing for the cognitive load of the conversation itself. A driver mentally rescheduling the afternoon board is looking at the road while processing almost none of it. Cognitive distraction is invisible from outside the vehicle, which is exactly why it is underestimated.
The inspector's job manufactures distraction. Contractors call to add same-day inspections. The office texts about a complaint. Navigation needs a new destination after every stop. The result list from the last inspection is still half-formed in memory and begging to be dictated. All of it feels like work — and that is the trap: answering the phone in motion feels diligent, when it is actually the most dangerous thing in the inspector's day.
The workable rule is simple: the vehicle is either moving or it is a workstation, never both. Set the navigation, read the route, and preview the next stop before pulling out. Let calls go to voicemail while driving and return them from the next site — a returned call twenty minutes later loses almost nothing, and a voicemail greeting that says calls are returned between inspections trains regular contractors to expect exactly that. Send inspection results, notes, and photos before leaving the site, not from the road. If something genuinely cannot wait, exit the traffic lane and park legally first — a shoulder stop in traffic trades one hazard for another.
Many government fleet policies formalize this, prohibiting or sharply restricting mobile device use while a fleet vehicle is in motion, and state and local distracted-driving laws increasingly do the same for all drivers. But policy is the floor, not the standard: even where hands-free use is technically permitted, the cognitive-distraction problem remains, and the defensible professional habit is to drive undistracted.
Two quieter focus-stealers deserve mention. Fatigue degrades attention and reaction time much like distraction does, and the countermeasure is honest self-assessment plus a break, not willpower. And emotional carryover is real: an inspector leaving a heated confrontation over a red tag is replaying the argument, not watching the road. Taking two minutes in the parked vehicle to write up notes and settle before pulling out is a focus practice as much as a documentation one.
Consider an inspector with nine stops on the board, running twenty minutes behind by mid-morning. The phone rings while driving — a contractor asking to squeeze in a same-day final. Under schedule pressure, the pull to answer is strong; this is precisely the moment the discipline pays. The call goes to voicemail. At the next stop, the inspector returns the call, adds the final to the afternoon, re-sequences the remaining stops by geography, and sets navigation for the next address — all from the parked vehicle. The deeper fix is structural: a day scheduled with zero slack converts every phone call into a temptation and every yellow light into a decision to run it. Realistic drive times, geographic batching, and honest arrival windows are distracted-driving countermeasures just as much as any phone rule.
Common errors include treating hands-free as risk-free (correction: mounts address hands and eyes, not the mind — defer the conversation, not just the handset); programming navigation while rolling out of the parking lot (correction: destination set before the vehicle moves, every trip); dictating or reviewing inspection notes while driving (correction: finish the record on site, in the parked vehicle); answering under schedule pressure because the call might be the office (correction: a consistent voicemail-and-return practice removes the urgency); and driving through fatigue or lingering anger from a difficult site visit (correction: pause, reset, then drive).
Keep the assigned vehicle roadworthy through basic pre-trip checks and prompt defect reporting, maneuver safely on congested jobsites, and follow correct incident procedures if a collision occurs.
Vehicle condition. Fleet vehicles are shared, high-mileage, and easy to assume someone else is watching. A brief walk-around before the day's first trip catches most of what matters: tire condition and obvious underinflation, lights and turn signals, windshield and wiper function, mirror adjustment, fluid leaks, and any new body damage. Inside, check that the horn works, the seat and mirrors are set for you, and warning lamps are clear. This takes about a minute and doubles as documentation — noting pre-existing damage at checkout prevents later disputes about who caused it. Report defects through the department's fleet maintenance procedure promptly, and treat safety-critical defects — brakes, steering, tires, lights, wipers in wet weather — as grounds to take the vehicle out of service rather than drive it and hope. A defect reported today is a repair; the same defect driven on for a month can become a collision.
Backing and jobsite maneuvering. A disproportionate share of fleet incidents are low-speed backing and parking events, and jobsites are where they happen: congested, unstriped, full of blind spots created by material stacks and equipment, and populated by workers focused on their own tasks rather than on your bumper. Three habits prevent most of them. First, walk the ground: before backing anywhere on a jobsite, get out and look at the path — for materials, trench edges, rebar, low equipment, and people who can move into the path after you looked. Second, use a spotter when one is available and agree on signals before moving; a spotter you cannot see means stop. Third, position to avoid backing at all: pull through, or back into the space on arrival — when you have just seen the space — so you leave by pulling forward in full view. Park clear of equipment swing radii, delivery paths, and gates, even when it means a longer walk; the walk is also your first look at the site.
If a collision happens. The at-scene sequence is consistent across nearly every jurisdiction and fleet policy: stop immediately — leaving the scene is a serious offense everywhere; secure the scene (hazard lights, move out of the travel lane if the vehicle is drivable and policy allows); check for injuries and render reasonable aid, summoning emergency services as needed; notify law enforcement as required and your supervisor and fleet office per department policy; exchange identifying, vehicle, and insurance information; and document the scene while it exists — photographs of vehicle positions, damage, roadway, and conditions, plus witness names and contacts. Two disciplines matter most in the moment. First, do not admit fault, argue fault, or speculate about causes at the scene — to anyone. Fault is determined later from the evidence; a stressed at-scene apology can be treated as an admission and can compromise the jurisdiction's legal position. Be factual, courteous, and brief. Second, complete the department's incident report promptly and factually, because the report written the same day is the accurate one. The same promptness applies to minor damage with no other party: a scraped bumper reported immediately is routine; the same scrape discovered by the next driver becomes an integrity question. Afterward, treat the post-incident review as the department's mechanism for finding the training, route, scheduling, or equipment factor that made the incident likely, so it does not repeat.
An inspector arrives at a congested commercial site for a framing inspection and pulls nose-in into a gap between a lumber delivery and a parked excavator. Forty minutes later, running late for the next stop, the inspector starts the vehicle, glances at the mirrors, and backs out — into a masonry saw and cart a crew staged behind the vehicle during the inspection. No one is hurt; there is vehicle damage, damaged equipment, and an incident report. Walk it backward and the prevention points stand out. Nose-in parking guaranteed a blind departure; backing in on arrival, or a pull-through spot farther away, would have meant leaving with full forward vision. The mirror glance substituted for a walk-around: on an active site, the space behind a parked vehicle must be presumed to have changed, and a ten-second walk would have found the saw. No spotter was requested on a site full of available crew. And schedule pressure supplied the hurry that stripped away each habit. The at-scene handling still matters: notify the superintendent, photograph the positions before anything is moved, report to the supervisor and fleet office, and file the report the same day — factually, without arguing over whose crew staged equipment behind a parked vehicle. That question belongs to the review, not the scene.
Common errors include skipping the walk-around on the "same vehicle as yesterday" assumption (correction: conditions change overnight — the check takes a minute); driving on a known safety defect because reporting is inconvenient (correction: report promptly and let fleet maintenance make the call); backing on jobsites from memory of what was behind the vehicle at arrival (correction: get out and look every time on active sites); apologizing or assigning blame at a collision scene (correction: factual, courteous, brief — fault is determined later); and delaying incident reports for minor damage (correction: same-day reporting keeps minor incidents minor).
